Mapping the status of underground utility: Protect construction, limit incidents

In recent years, the construction of underground works in the city has developed very fast. In order to manage the investment and construction of underground utilities highly effectively, it is necessary to make a map of the status of underground utilities, based on which, to make a uniform and unified planning of construction investment. However, the city does not have this management tool yet.

Many inadequacies due to the lack of underground utility maps

Deputy Head of Hai Phong National Assembly Delegation, Bui Thanh Tung assessed that underground utilities in the city developed very fast. But the measurements, mapping of the status and the planning of underground utilities have not kept pace with development. The city has not yet mapped the status of underground utilities, so the management of construction faces many difficulties.

According to the Chairman of the Board of Directors of Hai Phong Construction Consultancy Joint Stock Company, Dao Viet Tan: Underground utilities in urban areas are divided into three types: underground utilities infrastructure, underground traffic infrastructure and underground parts of construction works. The underground utilities such as electricity lines, communication systems have been carried out regularly for many years. Each building (electric cables, water, lighting, information, etc.) is managed by different agencies. The construction of new buidling is very difficult because we dont know the exact location of underground utilities. Therefore, the construction process often occurs underground utilities incidents. In 2011, the city's power grid project management board implements a 22 KV cable system underground. Construction process affects other constructions. In particular, the unit that suffered the most damage was Hai Phong Water Supply Company Limited. Problems due to underground cable sections overlapping or not having a safe distance from water pipes occur. The construction also broke 4 pipe points on Dien Bien Phu, Nguyen Huu Tue and Cam streets, Da Nang, affecting the water supply for households in the above areas. This is just one of many incidents due to the fact that the city does not have a synchronous and unified situation map, underground construction plan. At present, the investment in underground works is in the form of "strong and strong people" that are installed and arranged at different depths, so it often happens that this unit has just been completed and other units have dug it up. American city influences.

There are many reason for the delay in measuring and mapping the status of underground utilities. In a survey on implementation of measurement policy in Hai Phong, Deputy Minister of Natural Resources and Environment Nguyen Thi Phuong Hoa emphasized: This is the general situation of many other provinces and cities. The measurement and mapping of underground infrastructure requires a large amount of funding, so it needs specific guidance and regulations. Currently, the regulations on mechanisms to conduct measurements, current status mapping and underground work planning maps are lacking, localities have no basis for implementation. To overcome this situation, there is a need for a legal framework and synchronized underground work planning.

Actively manage and supervise underground works

According to Deputy Head of Hai Phong National Assembly Delegation Bui Thanh Tung: The construction of underground works should be carried out overall from construction planning, investment to exploitation and use. Although investment in mapping the status quo of underground works is expensive, it has long-term benefits.

Director of the Department of Construction Phung Van Thanh said that in order to overcome the shortage of the current status map, the management of underground works was strictly implemented in accordance with Article 65 of the Construction Law regarding conditions for licensing construction works in the capital. Marketing. This stipulates that when constructing or renovating streets, it is required to build a tunnel system to synchronously install a system of technical infrastructure works. At the same time, the Department has stricter requirements for underground infrastructure construction units. Basement construction units must have drawings after completing the work; simultaneously updating and digitizing works. In the long term, the city needs to have a plan to survey and create a database of underground works throughout the city; create a basis for current status mapping.

It is known that the draft Law on Geodesy and Maps will be reviewed and approved at the 5th session of the 14th National Assembly, June, 2018, providing specific regulations on measurement and mapping of underground works. This regulation overcomes the limitations of lack of legal basis in activities of measurement and mapping of underground works in the city recently.
