Many inadequacies due to the lack of underground utility maps

Problems due to underground cable sections overlapping or not having a safe distance from water pipes occur. The construction also broke 4 pipe points on Dien Bien Phu, Nguyen Huu Tue and Cam streets, Da Nang, affecting the water supply for households in the above areas. This is just one of many incidents due to the fact that the city does not have a synchronous and unified situation map, underground construction plan. At present, the investment in underground works is in the form of "strong and strong people" that are installed and arranged at different depths, so it often happens that this unit has just been completed and other units have dug it up. There are many reason for the delay in measuring and mapping the status of underground utilities. Actively manage and supervise underground works
According to Deputy Head of Hai Phong National Assembly Delegation Bui Thanh Tung: The construction of underground works should be carried out overall from construction planning, investment to exploitation and use. Although investment in mapping the status quo of underground works is expensive, it has long-term benefits.
Director of the Department of Construction Phung Van Thanh said that in order to overcome the shortage of the current status map, the management of underground works was strictly implemented in accordance with Article 65 of the Construction Law regarding conditions for licensing construction works in the capital. It is known that the draft Law on Geodesy and Maps will be reviewed and approved at the 5th session of the 14th National Assembly, June, 2018, providing specific regulations on measurement and mapping of underground works. This regulation overcomes the limitations of lack of legal basis in activities of measurement and mapping of underground works in the city recently.
